Verification chain

Four things are pinned, and each can be checked independently of the others.

The timestamp. The receipt AOS-TSC-2026-001-v1.1.pdf.ots is an OpenTimestamps proof over exactly those bytes, submitted to four calendars on 11 September 2026 and pending confirmation in the Bitcoin blockchain at publication. It has since been anchored: the receipt served here carries three Bitcoin attestations. It establishes that the file existed no later than the moment it was stamped. It establishes nothing about whether the file is correct.

The assessed source. The assessment rests on 77 pinned artefacts. Eighteen are this case’s own rows: fifteen artefacts retrieved on 10 September 2026, the two Australian Business Register records, the twelve rendered captures of three ASIC Connect searches and ASIC’s service-availability page, and three pins of the refusal ASIC’s register returned earlier that day. The other 59 are inherited captures under convention 7 of this practice, each pointing at a blob pinned by one of fifteen other registers of this corpus, with the originating retrieval and this case’s re-verification both recorded on the row; no origin register moved. Every blob of both kinds was re-verified against the hash its row records when this page was generated; a miss would have stopped the render. Quotations were checked against the text layer of each pinned artefact - a web page with its markup stripped, the spreadsheet’s cells, the PDF’s extraction - not against page images; every count states the artefact it was taken from and the test that produced it, and every statement that something is absent states the population searched and, where the method has one, the control.

Re-fetch, measured at the pin. Every address this case retrieved was fetched twice within the minute under convention 50 and the two hashes compared; the result is in the stability column of RETRIEVAL-LOG-2026-09-10.tsv, which also logs the 6 refusals of 10 September 2026, three HTTP 503 and three 403, at which ASIC’s register could not be searched. Of the 18 own rows, 3 returned the same bytes twice, A-ABR-1, A-ABR-2, A-ASIC-SA. 6 are the rendered captures of the three ASIC Connect searches, each search executed twice in a fresh scripted session, and the rendered bytes differed between the two executions of every search while the extracted text was identical within the name pair and the number pair and, in the control pair, identical in the record fields and differing only in the order of third-party links below the record; each row’s own name field says so, and the two executions stand side by side at their own hashes. 1 is the pinned body of a refusal, A-ASIC-P2, fetched once. The other 8 are accessibility snapshots and not fetches: 6 pinned beside the search captures they describe, one per execution, and 2 beside the refusal, A-ASIC-SN1, A-ASIC-SN2. Inherited rows stand on their origin register’s log, where each was measured at its own pin.

Inherited from other registers of this corpus. Each row below is pinned in the register named, at the hash shown, was re-verified against that register’s recorded hash when it entered this register and again when this page was generated, and carries both dates on its face. The document’s References section names the same register beside each.

None of the 77 artefacts has an independent capture pinned here, and 8 are themselves Wayback Machine mementos. The eighteen own rows were retrieved from their publishers by this practice; the 59 inherited rows carry whatever third-party capture their origin register records, on that register’s own page. A reader must rely on this site, on the origin register’s page, or on each publisher’s server.

The build. The PDF is produced deterministically from tracked source by build.sh, with SOURCE_DATE_EPOCH pinned to midnight UTC of 10 September 2026, the publication day, which does not move at any revision. Repeat builds on one machine and one toolchain are byte-identical; independent third-party reproducibility is not established and is not claimed. Verify by SHA-256, not by rebuild.

Version history

Two versions. Version 1.1 corrects two sentences that were wrong when version 1.0 was published, on a Government page of the same day as the announcement that this practice did not read: that no Government page carried an answer on Australian law and the CLOUD Act, and that the public record held one sentence in which the Government calls the arrangement sovereign. It adds the exchange, the three uses of the word, the Government’s naming of the partner, what was said of the facilities, the 2020 expression of interest and Amazon’s own publications, as six claims and six elements; no element of version 1.0 is withdrawn or narrowed. Version 1.0 was published as Sovereign, Once; that count was true at the four announcement pages and the record holds three uses, so version 1.1 is titled Sovereign, Undefined. Version 1.0 remains downloadable below under its own title at its own hash. Eighteen rows were added to the register at this revision, each inherited from the general finding that retrieved them on 11 September 2026; no row of version 1.0 moved.

The cover carries 11 September 2026, the date the assessment was made, and publication followed the same day. An assessment is a reading of a source at a moment, and the document’s retrieval times and viewed dates already fix that moment; the cover is not moved to the upload date, because that would put two dates on one act of reading.

Corrections

Two sentences of version 1.0, corrected at version 1.1 on 11 September 2026. Version 1.0 stated that no Government page carried an answer on Australian law and the CLOUD Act, and that the public record held one sentence in which the Government calls the arrangement sovereign. The Defence Ministers’ press conference transcript of 4 July 2024 carries both, in words unchanged across every archived capture from 17 July 2024; the two sentences were wrong when made. Version 1.1 corrects them, adds the transcript and the further record as claims, and is titled Sovereign, Undefined where version 1.0 was titled Sovereign, Once. The same sentence stood on this page’s own summary, on the site’s homepage block and on the case index card from 10 September 2026 and was replaced with this revision. Both are recorded in the practice’s corrections register. The published bytes of version 1.0 did not move and are served below at their own hash.
